フランスの酪農乳業における、個々の農業経営から入手した１次データを積み上げ、温室効果ガス排出量を算定する仕組みを説明する。主な輸出国である同国は、家族経営主体という日本との類似性があり、国際市場での競争力のため、環境面の取組みも進んでいる。
日本に示唆されるのは、仕組み構築のための長期間と、企業活動での使用に耐える高い精度の必要性である。また効率的な運用には、既存の各制度との連携は重要で、具体的にはデータ基盤、関連制度（行政書類作成、農業会計）での標準化も求められることである。一方、得られた算定結果は、乳業メーカーの開示情報に加え、酪農経営へのプレミアム乳価等の根拠や、カーボンインセッティング等でも活用されていた。
フランスは脱炭素に加え社会経済的な目標も同時に設定し、また酪農経営での経営改善も目指し、国産を高く評価する仕組みとなっている。産業の持続可能性への姿勢は日本に参考になる。

This study examines the greenhouse gas (GHG) emissions measurement framework for raw milk production in France, focusing on CAP'2ER, a diagnostic tool widely used by dairy farmers. Although France is a major dairy-exporting country, its dairy sector relies largely on small-scale family farms, a structure comparable to that of Japan. To maintain international competitiveness, France has developed an integrated system that supports the transition toward environmentally sustainable dairy production.
The French experience highlights the importance of a long-term vision in developing a comprehensive measurement framework and ensuring data accuracy sufficient for downstream supply chain activities. It also demonstrates the need for standardized institutional arrangements, including farm bookkeeping systems and data infrastructure, to improve efficiency and interoperability. Furthermore, the generated data are utilized not only for Scope 3 emissions accounting but also for incentive mechanisms such as premium milk pricing and carbon in-setting.
France's approach integrates decarbonization objectives with broader socioeconomic goals, including the sustainability of dairy farm management and the promotion of domestic dairy products. This holistic model of a sustainable dairy industry provides valuable insights for the future development of Japan's dairy sector.
