本稿は、森林関連情報のオープンデータが日本林業にもたらす意義と今後の展望を論じる。近年、リモートセンシングや全球測位衛星システムの発展により、森林・地形データは高精度かつ広域に取得可能となり、無償での利用も進んでいる。また、「官民データ活用推進基本法」や「森林経営管理法」に基づき、林野庁および都道府県によるデータ公開も段階的に進展してきた。
その結果、複数の都道府県で森林資源を保有する者や森林資源の利活用ビジネスへの参入を検討する者など新たなデータ利用者の参入が期待され、投融資や新規事業を通じた林業振興の機運が高まっている。特に、2026年に公開された全国森林資源メッシュおよび森林計画対象森林レイヤは、従来の公開範囲の空白を補完する重要な転機である。他方で、この機会を生かすには、境界情報整備、人材育成、現場実行力の強化を一体的に推進する必要がある。

This paper discusses the significance and future prospects of open data on forest-related information for the forestry sector in Japan. In recent years, advances in remote sensing and global navigation satellite systems (GNSS) have enabled the acquisition of highly accurate, large-scale forest and topographic data, and the availability of such data free of charge has expanded. In addition, based on the Basic Act on the Advancement of Public and Private Sector Data Utilization and the Private Forest Management Entrustment Act, the Forestry Agency and prefectural governments have progressively promoted the disclosure of relevant datasets.
As a result, the entry of new data users is anticipated, including stakeholders who own forest resources across multiple prefectures and those considering participation in forest resource utilization businesses. This trend has heightened momentum for forestry development through investment, financing, and the creation of new business ventures. In particular, the nationwide forest resource mesh and the forest planning target layer released in 2026 represent a critical turning point, as they fill gaps in the previously available scope of disclosed data. On the other hand, to capitalize on this opportunity, it is necessary to advance in an integrated manner the development of boundary information, human resource capacity building, and the strengthening of on-site implementation capabilities.
