本稿では、食糧法施行後のコメの備蓄制度の推移と、「令和の米騒動」のもとでの備蓄米放出の経緯を整理し、今後の備蓄運営のあり方の検討に向けた論点を示した。
備蓄の仕組みとして当初措置された回転備蓄のもとでは、コメ需給の過剰基調にあるなかルールどおりの運営ができず在庫量と財政負担の増大が課題となった。その後、非主食用処理を前提とする棚上備蓄のもとで備蓄運営にかかる直接的なコストは減少したが、事前の数量調整等を加味した需給調整コストは依然高い。令和の米騒動のもとでは、品薄と価格高騰を背景に2025年に買戻し条件付き売渡しや随意契約による備蓄米の放出が実施されたが、ロジスティクスが整備されていないことによる精米・物流の遅延が課題となった。
今後の制度の見直しにあたっては、備蓄の目的を需給変動要因に即して再整理したうえで、民間事業者のストックの活用と政府備蓄の組合せによる新しい備蓄運営や、機動的な備蓄米放出に向けたロジスティクスの整備、更新時の売却方法の柔軟化などを検討していく必要がある。

This paper examines the evolution of Japan’s rice stockpiling system following the implementation of the Food Control Law and analyzes the circumstances surrounding the release of stockpiled rice during the “Reiwa Rice Crisis.” It further identifies key issues for consideration in the formulation of future stockpile management strategies.
Under the initial rotational stockpiling scheme, introduced as a core mechanism, persistent oversupply conditions hindered adherence to operational rules, resulting in excessive inventory accumulation and escalating fiscal burdens. Subsequently, the adoption of a shelf stockpiling system—predicated on non-staple utilization—led to a reduction in direct management costs. However, supply-demand adjustment costs, including pre-emptive quantity controls, remained substantial. During the Reiwa Rice Crisis, characterized by shortages and sharp price increases, stockpiled rice was released in 2025 through conditional buy-back arrangements and negotiated contracts. Nevertheless, inadequate logistical infrastructure caused significant delays in milling and distribution.
Looking ahead, any revision of the system must involve a redefinition of stockpiling objectives in accordance with supply-demand fluctuation factors. Consideration should be given to new operational models that combine private-sector inventory with government reserves, the development of logistics frameworks to enable agile stockpile releases, and the introduction of more flexible disposal methods during renewal periods.
