農業分野では、気候変動の影響が顕在化するなか、地域の実情に応じた適応策の検討・実行が求められている。国は科学的知見や適応策に関する情報、検討手順を示している一方で、地域において適応策をどのように選択・推進するか、その体制については十分に整理されていない。本稿では、栃木県および静岡県経済連の取組みをもとに、地域が気候変動適応を進めるために必要となる体制を三つに整理するとともに、それらを組み合わせながら地域全体として適応を進めるためのポイントを考察した。具体的には、適応策の選択肢を整理する体制、栽培管理を機動的に見直す体制、中長期的な適応策の導入を進める体制の三つを提示した。そのうえで、これらを組み合わせて運用するにあたっては、専門人材を中核とすること、専門人材と農業現場との継続的な情報連携、関係主体間の情報共有・合意形成が重要であることを示した。

As the impacts of climate change become increasingly evident in the agricultural sector, there is a growing need to identify and implement adaptation measures suited to regional conditions. While the national government provides scientific knowledge, information on adaptation measures, and procedures for their consideration, institutional arrangements for selecting and promoting adaptation measures at the regional level have not been sufficiently examined. Drawing on cases from Tochigi Prefecture and the Shizuoka Prefectural Federation of Agricultural Cooperatives, this paper identifies three types of institutional arrangements needed to advance climate change adaptation at the regional level and examines key considerations for combining them to promote adaptation across the region as a whole. Specifically, the paper identifies arrangements for organizing adaptation options, for flexibly revising cultivation management practices, and for promoting the introduction of medium- to long-term adaptation measures. It further shows that the effective operation of these arrangements requires placing personnel with relevant expertise at the core, maintaining continuous information exchange between such personnel and actors in the agricultural field, and facilitating information sharing and consensus building among relevant stakeholders.
